Civil Servant to change regulation

Change is something that most people would not like to go thru. What hinder one self to change much due to overstaying on the same job position and also been too long in the comfort zone. Change is resisted mostly by long time service employee which always fear for changes that may happen within the organization. Incompetent, pre - retirement syndrom is the other reason.Key Result Area now subscribe as mean of measuring one's performance, practice by the staff of all government department. Few years ago we heard of this staff evaluation processes called KPI or Key Performance Index or indicator. Not much of a success and head thru to transform the attitude of the civil servant.    Now known as KRA - Key Result Area.
The only comments on this issue are that. Even  with many kind of monitoring mechanism, thus result so far did not fair well since the inclusion. Hopefully, government workers must have the courage to except changes and everwilling to contribute.
If not KPI and KRA are just a big jargon.
